The Government's Roadmap for Service Delivery

While the Act sets the law, this Policy is the operational plan. It details how the government delivers assessments, education, and financial support directly to your county.

1. Assessments Near You (Decentralization)
  • The Problem: Previously, many parents had to travel all the way to Nairobi for disability assessments.

  • The Policy: Assessment services are being decentralized to the County level.

  • How it works: You can now access assessment committees at Level 4 and Level 5 County Hospitals.

  • EARCs: The policy empowers Educational Assessment and Resource Centres (EARCs) in every county to identify learning disabilities early, so you don’t have to wait until school starts to get help.

  • 30% Reservation: The Access to Government Procurement Opportunities (AGPO) policy reserves 30% of all government tenders specifically for Women, Youth, and Persons with Disabilities.

  • No Experience Required: For certain categories of tenders, the requirement for “previous experience” is waived to help you get started.

  • Fast Payment: The policy mandates that government offices must pay AGPO suppliers promptly to avoid cash-flow problems.

  • Action: Register your business (Sole Proprietorship or Limited) and then apply for the AGPO Certificate at the National Treasury or County Commissioner’s office.

  • The Goal: Moving away from “Special Schools” as the only option. The policy prioritizes Inclusive Education—where learners with disabilities study alongside their peers in regular schools.

  • Support: The government commits to providing:

    • Specialized Staff: Training more teachers in sign language, Braille, and neurodiversity support.

    • Infrastructure: Funding for ramps, accessible toilets, and sensory rooms in public schools.

    • Curriculum: Adapting exams (KNEC) to be fair for neurodivergent learners.

  • Cash Transfers: The policy recognizes that disability often leads to higher living costs. It links persons with severe disabilities to the Inua Jamii Cash Transfer Programme.

  • Eligibility: This is targeted at those who require 24-hour care and cannot work. Households with children with severe disabilities are prioritized for support.
