NCPWD Registration

(The "Disability Card")

The gateway to all government benefits.

  • What it is: Official government recognition of a disability. It has moved from a physical card to a Digital Certificate via eCitizen.

  • Why you need it: It is mandatory for accessing tax exemptions, bursaries, and assistive devices.

  • How to Apply:

    1. Assessment: Visit a [Gazetted Government Hospital] for a Disability Medical Assessment (Level 4/5).

    2. Documents: Assessment Report, Passport Photo, Copy of ID (or Birth Certificate for minors).

    3. Apply: Upload documents to the NCPWD service portal on eCitizen.

  • Neurodiversity Context: Ensure the medical report clearly states the condition (e.g., Autism, Intellectual Disability) to qualify for specific support.

Education Assistance

(Bursaries & Scholarships)

The gateway to all government benefits.

  • What it offers: The NCPWD funds up to 75% of tuition fees for Secondary, Tertiary, and University education.

  • Key Exception: While primary education is generally free, the fund DOES cover primary education for learners with Intellectual Disabilities, recognizing their need for specialized units.

  • Requirements: NCPWD Registration, Admission Letter, Fees Structure, and a completed application form.

Income Tax Exemption

Relief for employed individuals.

  • What it offers: Exemption from income tax on the first Ksh 150,000 per month (Ksh 1.8M per year) for registered persons with disabilities.

  • Who Qualifies: Employed individuals with a valid Disability Registration.

  • Process: Requires a specific recommendation letter from NCPWD which is then vetted by the Kenya Revenue Authority (KRA).

Cash Transfer

(Inua Jamii / PWSD-CT)

Support for high-needs caregiving.

  • Target: Households caring for a person with Severe Disabilities (e.g., severe Cerebral Palsy or Autism) who requires 24-hour support and cannot work.

  • Benefit: A monthly stipend (approx. Ksh 2,000, paid bi-monthly) to support basic care.

  • How to Access: Recruitment is not on-demand; it occurs periodically at the local level (Chief’s office/County Social Development Officer).

Economic Empowerment & Grants

Funding for groups and business.

  • Group Grants & Revolving Funds: Grants are provided to established Self-Help Groups (CBOs) that have been running for at least one year. The group must have a membership of at least 70% PWDs or their caregivers. These funds support income-generating activities (like agriculture or shop keeping) and can be used to start a revolving fund scheme for individual member loans. The current maximum funding is KES 100,000.00.

  • LPO Financing (AGPO): Financial bridging that supports businesses owned by PWDs to service government tenders. This leverages the 30% of government procurement opportunities set aside for enterprises owned by youth, women, and PWDs.

  • Job Placement & Support: The NCPWD Career Portal acts as a digital platform to provide market intelligence, career guidance, and job-matching opportunities, often coordinating with partners like Fuzu.

Assistive Devices & Tools of Trade

Equipment for independence.

  • Assistive Devices: Provision of essential devices like wheelchairs, crutches, hearing aids, calipers, surgical boots, and prosthetic arms or legs. The National Development Fund for Persons with Disabilities (NDFPWD) supports this provision.

  • Priority: Funding gives priority to individuals requiring assistance to function in a learning, training, or work environment.

  • Tools of Trade: This empowerment program assists technically skilled PWDs into self-employment by providing start-up tool kits in selected sectors (e.g., catering, automotive engineering). The main objective is to help PWDs overcome the lack of initial capital and equipment.

  • Application Requirements: Duly filled application form, copy of Disability Identification Card, copy of National ID, and a professional Disability Assessment report.
